Technical Specialist, Project Management Defence Construction Canada (DCC) provides timely, effective and efficient project delivery and full lifecycle support for infrastructure and environmental assets required for the defence of Canada. In particular, DCC provides contracting, construction, maintenance, environmental, project and program management, facilities management and professional services to support its Client-Partners the Department of National Defence and the Canadian Armed Forces (DND/CAF). The organization is founded on the values of dedication, collaboration, competence and fairness. DCC s Comox, British Columbia, site office is home to a multi-disciplinary team of nearly 30 civilian professionals and administrators who support DND/CAF infrastructure and environment programs at 19 Wing Comox. The Wing s Aurora crews keep watch over the Pacific Ocean for illegal fishing, migration, drugs and pollution, as well as foreign submarines. With Buffalo fixed-wing aircraft and Cormorant helicopters, 442 Transport and Rescue Squadron, the busiest search and rescue unit in the country, operates in an area stretching from the B.C.-Washington border to the Arctic, and from the Rocky Mountains to 1,200 km offshore. The Wing is also home to 19 Air Maintenance Squadron and the Canadian Forces School of Search and Rescue. Most of DCC s work takes place at 19 Wing proper, but the team also supports projects at nearby HMCS Quadra and the Seal Bay training area, as well as at CFS Holberg, 335 km to the northwest. The DCC Comox office is located on the temperate east coast of Vancouver Island, minutes from an international airport and the town centres of Comox and Courtenay. Year-round activities, including fishing, hiking and biking, winter sports such as skiing, and wildlife-spotting boat tours are all within easy reach. The vibrant local arts community offers a wide range of cultural opportunities. The Technical Specialist, Project Management, provides project management services to support the delivery of routine to moderately complex infrastructure and environmental projects. The incumbent acts as a technical specialist for the Client-Partners and may undertake research and conducts studies and assessments. Primary Research, prepare and present documentation required for long-term projects (e.g. approvals, statements of work, projects charters, budgets, policies and procedures) Complete project management from initiation to closure for infrastructure and environmental projects, including new construction, recapitalization and environmental assessment and remediation Support Client-Partner project approval processes by facilitating decision making within Client-Partner organizations through the development of business case analysis, functional space programming and other documentation Coordinate stakeholder communications to ensure timely decision making Participate in procurement planning and prepare tender documents Coordinate consultant activities Act as the representative of the project director or project manager, within DCC delegated signing authority Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders Ensure quality standards are met, in line with corporate and Client-Partner expectations Other Prepare monthly reports (e.g. internal, Client-Partner) Support and/or lead business development activities Manage risk Other duties as assigned Skills Best practices, methods, trends and legislation in real property, environmental and construction services Client-Partner project management policies and procedures Treasury Board Secretariat policies and procedures Project and risk management principles Formal Education and/or Certification(s) and Experience Minimum: college diploma in engineering, architecture or related field with four years relevant experience, or the equivalent Preferred: university degree in one of the above fields and/or additional training in project management Abilities Use applicable computer software and operating systems Apply project and risk management techniques Development and Leadership Provide functional direction and advice to employees and to Client-Partners Working Conditions Typical office environment with occasional travel Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment For additional details and to apply please visit our website: https://dcc-cdc.gc.ca/english/careers/ To meet us in person please come and see us live on site at The Black Press Extreme Education Career Fair Thursday, February 7th from 11:00 a.m. - 4:00 p.m. at 19 Wing/CFB Comox Station Main, Lazo Road, Comox, BC (1041025h)
